This change improves the handling of tablespaces as follows: - Add if_not_attached / if_attached options to attach_tablespace() and detach_tablespace(), respectively - Block DROP tablespace if it is still attached to a table - Block REVOKE if it means the table owner no longer has CREATE permissions on an attached tablespace - Make error messages follow the PostgreSQL style guide
