Since GitHub updated the macos image used for CI it updated llvm to a version that is buggy on macos. So this patch disables building postgres with llvm support on macos. It also fixes the cache suffix code for macos because it changed with the latest runner version, and uses the image version now as cache suffix. https://bugs.llvm.org/show_bug.cgi?id=47226
