Update build from source instructions for 1.7

Browse Source 
PostgreSQL 12 is supported since 1.7, while 9.6 and 10 are deprecated.
This PR updates the building from source instruction with this change
and uses 1.7.0 in examples.

TimescaleDB can be installed with PostgreSQL 9.6.6+ and 10.9+ versions. Support for these
versions of PostgreSQL is deprecated and no future releases are planned for them. We
