3eedb6da12 Do not validate that all parameters have documentation 
In particular, not all members of syntax nodes have documentation and it is not realistic to add meaningful documentation to all of them in the near future.

31be2989ae Add subcommand to swift-syntax-dev-utils to verify that documentation builds without errors or warnings 
We regularly introduce invalid references into our documentation. Build the docc archive using `-warnings-as-errors` to catch these invalid references in CI.
