Alan Agius 56a1e8f9f5 feat(@schematics/angular): remove test.ts file from new projects
The test.ts is now included in `@angular-devkit/build-angular` and unless this needs to be customized is no longer needed to be provided.

Default config:

Development server

Run ng serve for a dev server. Navigate to http://localhost:4200/. The app will automatically reload if you change any of the source files.

Code scaffolding

Build
