3f8aa9d8c7 feat(@schematics/angular): update ng new to use the esbuild application builder based builder
This commit updates the `ng generate application` to use the esbuild `application` builder. This also updates the schematics to support both `browser` and `application` builders.

BREAKING CHANGE: `rootModuleClassName`, `rootModuleFileName` and `main` options have been removed from the public `pwa` and `app-shell` schematics.

11e0a51b17 build: minor cleanup of bazel build rules
BUILD files for each package have had outdated glob excludes removed.
Additionally, some src args have been reduced to a single file where possible.
The root bazel ignore file has also been expanded to include all node module
directories in each package. The ignore file does not appear to currently support
globs so each path has been individually specified.

22c1cb66c5 fix(@angular-devkit/schematics): do not generate an UpdateBuffer for created and overridden files
`UpdateBuffer` only supports UTF-8 encoded files, which causes schematics to emit corrupted binary like files such as images.

This commit also introduce an errors when the `UpdateRecorder` is used for non UTF-8 files.

7f93735e98 build: use bazel to perform release builds
When performing a release via the dev-infra `ng-dev` tooling, the release
builds for the packages that will be published are now performed using bazel.
Prior to this, the release builds were performed using a custom build script
that programmatically invoked TypeScript APIs. The Bazel build and discovery
process for the releasable packages is performed by a script that is based on
the scripts from components and framework repositories. Several small modifications
were performed to match the behavior and structure of the cli repository:
* Use of `packages` as the source root in the bazel query
* Use of `pkg_npm` rule in the bazel query
* Partial transition to native Node.js `fs` APIs instead of `shelljs`
* Directory creation per package when copying output (supports multiple package scopes)
* Copying of archives (tgz) for each package

The snapshot and local build capabilities are not modified as part of this change
but will be merged in a followup as part of a larger transition to use bazel
throughout the package build process.

207358afb8 feat(@angular-devkit/schematics): add runSchematic and runExternalSchematic methods
These async methods are a replacement for the Observable based `runSchematicAsync` and `runExternalSchematicAsync` methods.

DEPRECATED:
The Observable based `SchematicTestRunner.runSchematicAsync` and `SchematicTestRunner.runExternalSchematicAsync` method have been deprecated in favor of the Promise based `SchematicTestRunner.runSchematic` and `SchematicTestRunner.runExternalSchematic`.

243cb40622 fix(@angular/pwa): remove @schematics/angular utility deep import usage
Workspace helper utilties are now exported from `@schematics/angular/utility`.
The previously used deep imports are not considered part of the public API and may change in any version.

a7de97e485 build: add Bazel ts_library rule package_name properties to all packages
rules_nodejs 4 requires that a package_name property be specified within a ts_library rule for the output to be linked into the package repository. Failing to add the property can cause test failures due to unresolved packages.

5986befcdc feat(@schematics/angular): remove deprecated options
With this change we removed several deprecated `@schematics/angular` deprecated options.

BREAKING CHANGE:

We removed several deprecated `@schematics/angular` deprecated options.
- `lintFix` have been removed from all schematics. `ng lint --fix` should be used instead.
- `legacyBrowsers` have been removed from the `application` schematics since IE 11 is no longer supported.
- `configuration` has been removed from the `web-worker` as it was unused.
- `target` has been removed from the `service-worker` as it was unused.

b3d7080147 build: enable esModuleInterop TypeScript option
The `esModuleInterop` option is recommended to be enable by TypeScript and corrects several assumptions TypeScript would otherwise make when importing CommonJS files.
This option change helps ensure compatibility as packages move towards ESM.

This mostly just copies the "Getting started with service workers" guide cited to explain what the schematic itself does and defering to that doc for more info on PWA's and how to actually build one.

076ab0f11f refactor: add correct schema keys
With this change
- We replace `id` with `$id`,  this no longer valid in draft-07.
- Replace all `$schemas` to `http://json-schema.org/draft-07/schema`, this is needed to "pin" the schema to `draft-07`.

8185558e79 refactor(@angular/pwa): remove @angular-devkit/core dependency
The `@angular-devkit/core` dependency was only used for two path manipulation functions. Since this schematic already uses Node.js builtins, the `path` builtin can also be used to provide equivalent function without the need for an additional dependency.

1de6d71edd feat(@schematics/angular): production builds by default
With this change we do several changes to the `angular.json` configuration for `build` , `server` and `app-shell` targets so that these are `production` by default.

- build, server and app-shell targets are configured to run production by default.
- We add a new configuration named `development` to run the mentioned builder targets in development. Ex: `ng build --configuration development`.
- When adding `universal` or `app-shell`, we generate the full set of configurations as per the `buiid` target. Previously, we only generated the `production` configuration.
- We added a helper script in `package.json` to run build in watch mode. `npm run watch` which is a shortcut for `ng build --watch --configuration development`

fa9136a971 build: minor fixes for google3 sync
This commit makes a few minor changes to enable syncing the CLI repository
into google3.

1. mark pkg_tar and pkg_npm as external
2. remove dependencies (marked as comment) which are stale in google3
3. remove TS files generated from JSON schema in BUILD files since these
   files are compiled and added to the g3 codebase at sync time
4. Some minor typing changes
5. Remove duplicate licenses
6. mark dependencies which are not available in g3 as external
7. Immediately type the result of JSON.parse() as required by g3 linter.
   Otherwise, the type defaults to `any`.

eceb5cdaa6 build: use rules_nodejs 1.6.0 features
Contains fixes related to the symlink behaviour inside of bazel. Without it, webpack needs to be configured to be aware of symlinks and preserve the paths.
