872799e174 feat(@angular-devkit/build-angular): add AppShell new API builder 
This is fully compatible with the new API. The tests have been moved 1:1.
The cleanup in general is noticable.

3e3dffba8e fix(@angular-devkit/architect): unsubscribe on timeout in runTargetSpec 
This way cleanup logic runs on timeout.

It also simplifies timeout definition for runTargetSpec and Jasmine.
