c592ec584f feat(@angular-devkit/build-angular): amend polyfills option in all builders to support an array of module specifiers
This is the ground work to be able to remove the `polyfills.ts` file which today is primarily used to add `zone.js`.

Usage examples:

9c13fce162 feat(@angular-devkit/build-angular): remove bundleDependencies from server builder
This commit removes the usages of `bundleDependencies` which does not correctly work as webpack will use `require` to import ESM module since we configure the server bundle to be outputted in CJS. Migrating fully to ESM is also currently not viable due to the lack of support from Domino.
Even if full ESM was possible, using this option would have resulted in a runtime overhead as Angular libraries would be linked during runtime instead of compile time.

BREAKING CHANGE:
The server builder `bundleDependencies` option has been removed. This option was used pre Ivy. Currently, using this option is unlikely to produce working server bundles.

The `externalDependencies` option can be used instead to exclude specific node_module packages from the final bundle.

1e5d4a7508 feat(@angular-devkit/build-angular): use Browserslist to determine ECMA output
With this change we reduce the reliance on the TypeScript target compiler option to output a certain ECMA version. Instead we now use the browsers that are configured in the Browserslist configuration to determine which ECMA features and version are needed. This is done by passing the transpiled TypeScript to Babel preset-env.

**Note about useDefineForClassFields**: while setting this to `false` will output JavaScript which is not spec compliant, this is needed because TypeScript introduced class fields many years before it was ratified in TC39. The latest version of the spec have a different runtime behavior to TypeScript’s implementation but the same syntax. Therefore, we opt-out from using upcoming ECMA runtime behavior to better support the ECO system and libraries that depend on the non spec compliant output. One of biggest case is usages of the deprecated `@Effect` decorator by NGRX and potentially other existing code as well which otherwise would cause runtime failures. Dropping `useDefineForClassFields` will be considered in a future major releases. For more information see: https://github.com/microsoft/TypeScript/issues/45995.

BREAKING CHANGE: Internally the Angular CLI now always set the TypeScript `target` to `ES2022` and `useDefineForClassFields` to `false` unless the target is set to `ES2022` or later in the TypeScript configuration. To control ECMA version and features use the Browerslist configuration.

4b9199d97f fix(@angular-devkit/build-angular): ensure to use content hash as filenames hashing mechanism
Previously we used hash which resulted in a unique hash generated for every build even when the contents of the files didn't differ.

BREAKING CHANGE:

The deprecated `showCircularDependencies` browser and server builder option has been removed. The recommended method to detect circular dependencies in project code is to use either a lint rule or other external tools.

d23a168b8d feat(@angular-devkit/build-angular): validate file extensions for scripts and styles options
In some cases unexpected files may be provided which can cause to unsupported or broken behaviour.

One such use-case is users can provide TypeScript files as `scripts` input, this would not be processed by the TypeScript compiler, see: https://github.com/angular/angular-cli/issues/17125 and would cause the build to fail with a an unhelpful error message during optimization as the JS optimizers cannot parse TypeScript input.

BREAKING CHANGE:

`browser` and `karma` builders `script` and `styles` options input files extensions are now validated.

Valid extensions for `scripts` are:
- `.js`
- `.cjs`
- `.mjs`
- `.jsx`
- `.cjsx`
- `.mjsx`

Valid extensions for `styles` are:
- `.css`
- `.less`
- `.sass`
- `.scss`
- `.styl`

5a2a2fc297 refactor(@angular-devkit/build-angular): unify webpack configurations
With this change we unify most of the webpack configuration into the common configuration. A number of lengthy functions and code portions have been moved into a seperate file to make the configuration easier to follow.

1dac761f56 fix(@angular-devkit/build-angular): generate unique webpack runtimes
Currently, using 2 Angular applications from the same workspace on the same page causes a conflict because both of the webpack runtime chunks naming are the same.

With this change we configure the runtime chunk name to be inferred from the project name. This also results in reducing unnecessary file reads which Webpack needs to do to infer the name from the workspace package.json.

5904afd1de feat(@angular-devkit/build-angular): enable disk cache by default and provide configurable options
Persistent disk build cache is now enabled by default. A number of options have been added to allow fine tuning of the cache.

The options can be configuration in `cli.cache` section in the `angular.json` as shown below.

- `enabled`: Configure whether disk caching is enabled. Defaults to `true`
- `environment`: Configure in which environment disk cache is enabled. Valid values `ci`, `local` or `all`. Defaults to: `local`
- `path`: cache base path. Defaults to `.angular/cache`

DEPRECATED: `NG_BUILD_CACHE` environment variable option will be removed in the next major version. Configure `cli.cache` in the workspace configuration instead.

BREAKING CHANGE:  `NG_PERSISTENT_BUILD_CACHE` environment variable option no longer  have effect. Configure `cli.cache` in the workspace configuration instead.

19eb5cb425 refactor(@angular-devkit/build-angular): use type imports for @angular/compiler-cli peer dependency
The `@angular/compiler-cli` is used as a peer dependency and has the potential to not be present. As a result static imports should only be used for types and value imports should be dynamic so that they can be guarded in the event of package absence. There are still several instances of static imports for values but these will be corrected in follow-ups.

0afdff028c refactor(@angular-devkit/build-angular): move all builders into a builders subdirectory
All Angular builders are now located within one subdirectory of the `src` directory. This organization provides better discovery of the builders and will allow builder specific code to be stored in a single area.

BREAKING CHANGE:

With this change we removed several deprecated builder options
- `extractCss` has been removed from the browser builder. CSS is now always extracted.
- `servePathDefaultWarning` and `hmrWarning` have been removed from the dev-server builder. These options had no effect.

701214d174 feat(@angular-devkit/build-angular): remove differential loading support
BREAKING CHANGE:
Differential loading support has been removed. With Angular no longer supporting IE11, there are now no browsers officially supported by Angular that require ES5 code. As a result, differential loading's functionality for creating and conditionally loading ES5 and ES2015+ variants of an application is no longer required.

bac563e5ee feat(@angular-devkit/build-angular): support specifying stylesheet language for inline component styles
A new build option named `inlineStyleLanguage` has been introduced that will allow a project to define the stylesheet language used in an application's inline component styles. Inline component styles are styles defined via the `styles` property within the Angular `Component` decorator. Both JIT and AOT mode are supported. However, JIT mode requires that inline styles only be string literals (compile-time partial evaluation is not supported in JIT mode). Currently supported language options are: `CSS` (default), `Sass`, `SCSS`, and `Less`. If the option is not specified, `CSS` will be used and enables existing projects to continue to function as expected.

5cf9a08dc7 refactor(@angular-devkit/build-angular): remove deprecated i18n options from server and browser builder
BREAKING CHANGE:

Removal of deprecated browser and server command options.
- `i18nFile`,  use `locales` object in the project metadata instead.
- `i18nFormat`, No longer needed as the format will be determined automatically.
- `i18nLocale`, use `localize` option instead.

fb2d7ee903 refactor(@angular-devkit/build-angular): remove experimental rollup pass
The experimental rollup pass has significant issues with the new Ivy webpack plugin. It also, didn't produce as well as we hoped in real world scenarios infact in many cases this caused build to fail.

REAKING CHANGE:

The experimental rollup pass `--experimental-rollup-pass` option has been removed.

eb30a92e8a feat(@angular-devkit/build-angular): enable inlining of critical CSS optimizations
This is another feature that we mentioned in the Eliminate Render Blocking Requests RFC (#18730)

Inlining of critical CSS is turned off by default. To opt-in this feature set `inlineCritical` to `true`.

2298ab865b refactor(@angular-devkit/build-angular): remove deprecated browser build option rebaseRootRelativeCssUrls
BREAKING CHANGE:

Deprecated `rebaseRootRelativeCssUrls` browser builder option has been removed without replacement. This option was used to change root relative URLs in stylesheets to include base HREF and deploy URL and was used only for compatibility and transition as this behavior is non-standard.

With this change we remove webpack dev-server logic to a seperate file. We also use the webpack-dev-server API to add live-reload and hmr entry-points and settings.
